§ 30-36 DISPLAYING MERCHANDISE WITHOUT APPROVAL.
   It shall be unlawful for any merchant to display merchandise on the streets or sidewalks subject to approval by the Mayor and Council, it being the intent of the Mayor and Council that the flow of traffic shall be unhindered by any display of merchandise.
