It shall be unlawful for the owner or occupier of any premises within the corporate limits of the town or any other person to permit the accumulation thereon of grass, weeds or debris including, but not limited to, undergrowth, trash, garbage, stagnant water, building materials, glass, wood or any other material in any manner which is deleterious to the public health and sanitation or which is or may become a fire hazard or a public nuisance or which renders the premises unsightly.
