(A) Refuse special user taxes are hereby established.
(B) Any person not utilizing water and sewer services furnished by the town, but who utilize its garbage pickup service, shall be responsible for the payment of the refuse special user tax in like manner as if they were receiving water and sewer services. The refuse special user tax shall be in an amount as established from time to time by the Town Council and set forth in the schedule of fees and charges, available for public examination in the Town Clerk’s office.
