§ 20-66 FLOODWAYS.
   Areas designated as floodways are located within areas of special flood hazard established in § 20-6 of this chapter. The floodway is an extremely hazardous area due to the velocity of flood waters which carry debris and potential projectiles and has erosion potential. The following provisions shall apply within such areas.
   (A)   No encroachments, including fill, new construction, substantial improvements, additions and other developments shall be permitted unless it has been demonstrated through hydrologic and hydraulic analyses performed in accordance with standard engineering practice that the proposed encroachment would not result in any increase in the flood levels during the occurrence of the base flood. Such certification and technical data shall be presented to the local administrator.
   (B)   If subsection (A) above is satisfied, all new construction and substantial improvements shall comply with all applicable flood hazard reduction provisions of this article.
   (C)   Stream crossings for any purpose (i.e., timber-harvesting operations), if temporary, shall be permitted in accordance with § 20-64 of this chapter. Otherwise, the development shall comply with all applicable flood hazard reduction provisions of this article.
   (D)   No manufactured homes shall be permitted, except in an existing manufactured home park or subdivision. A replacement manufactured home may be placed on a lot in an existing manufactured home park or subdivision provided the anchoring and the elevation standards of § 20-63(C) of this chapter are met.
   (E)   Permissible uses within floodways may include, but are not limited to, general farming, pastures, outdoor plant nurseries, horticulture, forestry, wildlife sanctuaries, game farms and other similar agricultural, wildlife and related uses. Additional permissible uses within floodways include lawns, gardens, play areas, picnic grounds and hiking and horseback riding trails; provided, they do not employ structures or fill. Substantial development of a permissible use may require a no-rise certification. The uses listed in this subsection (E) are permissible only if and to the extent that they do not cause any increase in base flood elevations.
