The state legislature has, in S.C. Code §§ 5-7-10 et seq., 5-25-310 et seq., 5-25-610 et seq. and 6-7-10 et seq., delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety and general welfare of its citizenry. Therefore, the town does ordain the provisions of this chapter.
