The purpose of this chapter is to establish a uniform county-wide program for protection of the environment from uncontrolled releases of hazardous materials to be administered by existing agencies of local government. The Kenton County Local Emergency Management Agency shall be the lead agency in administering this chapter. Disaster and Emergency Services shall keep a detailed record of all costs for investigating, mitigating, minimizing, removing or abating the unauthorized spill, release or discharge.
