The county may impound a vehicle parked, stopped, or standing upon a street or public way within the county in violation of the parking regulations of this chapter or any statute at the time the citation is issued; or at any time a vehicle, with respect to which a final determination has been made thereunder that a parking violation penalty is owed and which is unpaid, is found in the county; or for any other legal purpose.
