(A) Whenever the Chief Executive Officer or Administrator of the NKWD finds that NKWD is unable to meet the expected needs of its customers and that such a condition will exist for some period of time in the future, and upon written certification thereof to the County Judge Executive, the County Judge Executive may publicly declare Level 4 Conservation. This declaration shall make mandatory all of the stated conservation provisions in Level 3 Conservation.
(B) Whenever the County Judge Executive has declared Level 4 Conservation, he may promulgate such administrative regulations governing all water usage by all customers of the NKWD as may appear necessary to protect the health and public safety of the residents of the county in a manner consistent with the terms of this section.
