When it is believed that competitive bidding would produce the best prices, yet insufficient information exists to describe the required product or service, an invitation for bids may be issued.
(A) Requirement for bidders to submit unpriced technical proposals.
(B) Determine acceptable proposals and negotiate with the almost-acceptable suppliers to improve their proposals.
(C) Create invitation for bid (IFB) and allow acceptable bidders to submit sealed-bid prices.
(D) Purchasing holds a public bid opening and tabulates the bids. Fiscal Court awards contract to the low bid.
