§ 37.29 TIME OF BID OPENING.
   (A)   The Judge/Executive, or his or her designee, shall publicly open all bids submitted at the place advertised, and on the advertised date, time and place announced for opening the bids.
   (B)   The amount of each bid, and such other relevant information as may be specified for a particular procurement, together with the name of each bidder, shall be recorded.
   (C)   Bids shall not be examined, inspected or reviewed by any persons at the opening until all bids covering the same proposal or invitation to bid have been opened.
   (D)   Bids inadvertently opened before the bid-opening date shall be re-sealed in front of at least two witnesses, appropriately identified, noted by all witnesses on the envelope, and held until the advertised bid-opening time.
