The Board shall discharge all duties and responsibilities conferred upon it by this subchapter in a manner serving the interests of the political entities, public safety agencies and the general public. The Board shall possess the authority, in fulfilling its duties and obligations as stated herein, to perform the following functions:
(A) Employ an Executive Director and staff to provide said public safety communication services. In recognition of the fact that there must be a transition period between the establishment of this Board and the ability of the current Kenton County Dispatch services of the Kenton County Police Department to fully transfer operational authority to the Kenton County Emergency Communications Board, this Board, with the assistance of the Kenton County Police Chief, Emergency Management/Homeland Security Director and the staff of the Judge/Executive shall forthwith duly advertize for and hire an Executive Director to oversee the transition of dispatching operations and full implementation of this subchapter. The full operational implementation of this subchapter shall be by September 1, 2012;
(B) The initial Board of Directors shall be deemed fully functioning upon the appointment and taking of the appropriate oath of office by a majority of the original Board (four positions).
(C) Adopt an annual operating budget to meet the continuing expenditures of the Board which shall be approved by the Kenton Fiscal Court;
(D) Retain the services of consultants and other experts to design, specify, procure and install equipment to operate a fully integrated communications/dispatching facility;
(E) Adopt policies, rules and regulations as required to ensure the efficient operation of said communications/dispatching facility which shall be approved by the Kenton Fiscal Court;
(F) Receive and account for all 911 fees and other revenue, provided by the Kenton Fiscal Court, to fund the communications/dispatching services;
(G) Perform such other functions as may be required to carry out the purpose and objectives of this subchapter; and
(H) The Board shall report at least once annually to the Fiscal Court and any cities for which it provides dispatch services regarding matters relating to the provision of service, future plans and general Board operations.
