§ 33.51 ORGANIZATION.
   (A)   There is hereby created the Kenton County Emergency Communications Board.
   (B)   The Board shall be composed of seven members, four of whom shall be sworn police officers with executive level/command experience and one firefighter and/or emergency first responders with executive level/command experience.
      (1)   The initial Board shall consist of:
         (a)   The Kenton County Police Chief;
         (b)   The Kenton County Homeland Security/Emergency Management Director;
         (c)   The City of Independence Police Chief;
         (d)   A municipal elected official from within Kenton County served by the Communications Board, selected by the Judge/Executive and approved by the Fiscal Court;
         (e)   One sworn police officers from municipalities served by the Communications Board, selected by the Judge/Executive and approved by the Fiscal Court, from three nominees of the Kenton County Police Chief's Association;
         (f)   A firefighter from a fire department or district served by the Communications Board, selected by the Judge/Executive and approved by the Fiscal Court, from three nominees of the Kenton County Fire Chief's Association; and
         (g)   The City of Covington Police Chief.
      (2)   The terms of the members set forth in divisions (B)(1)(d) through (B)(1)(f) above shall be for two years and may be reappointed. All board members shall otherwise serve at the pleasure of the appointing authority or employer-entity, and may be removed and replaced at any time by said entity, with or without cause. No member shall receive additional compensation for service on the Board.
      (3)   Upon the addition/absorption/merger/consolidation of the Erlanger Dispatch services with the Kenton County Emergency Communications Board the governing Board shall be expanded to nine members. There shall be added the City of Erlanger Police Chief and a citizen of Kenton County selected by the Judge/Executive and approved by the Kenton County Fiscal Court. In all other regard they shall be subject to the same terms of service as the other board members set forth in this subchapter.
      (4)   In the event a vacancy occurs with any board member appointed subject to divisions (B)(1)(d) through (B)(1)(f) above, the nominating association shall submit two names for consideration to the Judge/Executive. The Judge/Executive shall then appoint one member to the Board from the names provided, subject to Fiscal Court approval. Said member shall serve out the expiration of the term created by the vacancy.
