(A) Throwing or distributing handbills in public places. No person shall throw or deposit any handbill upon any public place within the county. However, it shall not be unlawful for any person to handout, without charge to the receiver thereof, any handbill to any occupant of a vehicle, or to any other person who is willing to accept it.
(B) Depositing handbills on uninhabited or vacant property.
(1) No person shall throw or deposit any handbill in or upon any uninhabited or vacant private property.
(2) The provisions of division (B)(1) of this section shall not apply to the distribution of mail by the United States nor newspapers as defined in § 130.03, except that newspapers shall be placed on private residences or other private property in such a manner as to prevent their being carried or deposited by the elements upon any public place or upon private property.
