(a) The following rules and regulations shall be observed in tapping sewers in the City:
(1) Every pipe connecting with the sewer must be sound and impervious in all its parts and jointed in the best manner.
(2) The building sewer shall be vitrified clay or PVC, all meeting ASTM specifications, or other suitable material as governed by the Uniform Plumbing Code, latest edition, and any provisions thereof which may be amendatory thereof or supplemental thereto from time to time hereafter, and as shall be approved by the City. Joints shall be tight and waterproof as required by the Uniform Plumbing Code for the pipe installed.
(3) The size and slope of the building sewers shall be subject to the approval of the City, but in no event shall the diameter be less than six inches for single-family or duplex residential units. The slope of the pipe shall be not less than one-quarter of an inch per foot or sufficient slope to maintain a two-foot per second velocity in the sewer.
(4) No building sewer shall be laid parallel to or within three feet of any bearing wall which might thereby be weakened. The depth shall be sufficient to afford protection from frost, and shall be greater than two feet. The building sewer shall be laid at a uniform grade and in straight alignment insofar as possible. Changes in direction shall be made only with properly curved pipes and fittings.
(5) Every connection of a water closet, sink basin or other vessel, or house drain connection with the pipe, shall be separated from the public sewer by a trap offering an obstacle to the passage of air equal to but not less than three-eighths of an inch depth of water.
(6) All details of plumbing work, such as water closets, sinks, etc., shall be in accordance with the plan for such connections now in use and shall be approved by the City.
(7) All house connections with the public sewers, or branches, must be connected through a catch basin or grease trap, to be approved by the City.
(8) In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such drains shall be lifted by approved artificial means and discharged to the building sewer.
(9) All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the City. Pipe laying and backfill shall be performed in accordance with ASTM specifications, except that no backfill shall be placed until the work has been inspected by the City.
(10) All joints and connections shall be made gastight and watertight.
A. PVC pipe joints shall be of either molded rubber, elastomeric gasketed or rubber-ring type, all as defined and approved in the Uniform Plumbing Code.
B. All joints in vitrified clay pipe shall be made with ASTM C425-type joints. Joints between clay pipe and pipe of other materials shall be made with approved adapter fittings or prefabricated elastomeric sealing rings or sleeves.
C. Other jointing materials and methods may be used with the approval of the City.
(11) An applicant for a building sewer permit shall notify the City at least twenty-four hours in advance of when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the City.
(12) All excavations for building sewer installations shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the City. Any expense for said work shall be borne by the owner and/or the owner’s representative.
(b) No person shall make, or cause to be made, connections with the public sewer in any other manner than as provided in subsection (a) hereof.
(c) It shall be the duty of the City to grant the necessary permits for the tapping of sewers in accordance with the provisions of Section 1044.01.
