(a) Any owner, agent, lessee, tenant or occupant of any lot or land within the City requiring the use of water for household or business usages shall use City water for said usages when available or when made available. Cost of hookup to the City Water Supply System shall be paid by said owner, agent, lessee, tenant or occupant.
(b) City water shall be deemed available at all times when it is economically feasible to attach to the City water system. The feasibility of the connection shall be determined by the Safety Service Director, who shall, when necessary, consult with and rely on the City Engineer to be paid for at applicant’s cost.
