Whenever the user of water is not the owner of the property to which such water is furnished but is the one by whom such water so furnished is to be paid, the Safety-Service Director shall require a cash deposit to insure payment of water service charges prior to commencement of such service, in such sum as is sufficient to insure payment of any quarterly account for such water service by such user, which sum shall be fixed by the Director on the basis of past consumption, if available, or estimated consumption until service indicates actual consumption, but such deposit shall in no case be less than four dollars ($4.00).
