After installation of any new service tap by a property owner into the water mains of the City, and prior to the commencement of any water service to such property, the service charges and costs of such installation, at rates prescribed by the Safety-Service Director, shall be paid and the Director shall not commence water service to such property until such charges and costs have been paid. No new service taps shall be made, nor water service commenced or continued, for any person who has heretofore contracted, or shall hereafter contract, with the Department of Water and Sanitary Sewage for a service tap or taps or for water service and has thereafter failed to pay the charges and costs of the same, or has failed to pay water service charges accrued against such person, until all such charges are paid.
