All water furnished to users of water furnished by the Department of Water and Sanitary Sewage shall be furnished only through meters, and measured thereby, and paid for at the rates prescribed by City Council, except that in the discretion of the Safety-Service Director, where he or she believes it would be unjust to require such measure for a user at the dead end of a water main, he or she may permit water to be furnished to such user by flat rate per tap at a rate established by City Council. Such permission shall be withdrawable at any time by the Director.
