Upon an applicant's compliance with the requirements herein provided for, and upon payment of a fee of five dollars ($5. 00), the Safety-Service Director shall issue a license to the applicant and furnish the applicant with an identification card, which identification card shall be posted within the vehicle in a manner which renders it visible to passengers seated in the passenger compartment of the vehicle. A picture of the driver shall also be posted in the above manner. Such license shall expire on December 31 and must be renewed immediately.
