The Safety-Service Director shall establish and adopt such rules and regulations covering the inspection of taxicabs and their appurtenances as are reasonable and necessary and not inconsistent with the provisions of this chapter and shall cause to be made an actual mechanical and physical inspection of all taxicabs prior to the issuance of an operator's license, and of all taxicabs operating within the corporate limits of the City, at least once every three months. In addition, all taxicabs operating under the provisions of this chapter shall be subject to inspection by the Director at any reasonable time without notice, at the discretion of the Director.
