Every taxicab shall be kept in a safe and sanitary operating condition and shall at all times have the following equipment:
(a) A light in the passenger compartment which can be operated by the driver, when asked to do so by a passenger.
(b) A braking system capable of stopping the taxicab, without a load, within a distance of thirty-seven feet when operating on a level, dry, hard-surfaced street at twenty miles per hour,
(c) A light upon the top of the vehicle and markings upon the side thereof sufficient to identify the vehicle as a taxi.
(d) Rates will be posted within the vehicle in a manner which renders such rates visible to passengers seated in the passenger compartment of the vehicle.
