832.16 DEFRAUDING OWNERS OR DRIVERS.

No person shall defraud an owner or driver of a taxicab operating under the provisions of this chapter within the corporate limits of the City. Refusal to pay or absconding without payment or an offer to pay the fee demanded by the owner or driver of a taxicab shall be considered prima-facie evidence of an intent to defraud.
