Whoever is engaged in, or contemplates becoming engaged in, the taxicab business, whether as owner or lessee, shall make application for an operator's licence to the Safety- Service Director upon blank forms to be furnished by the Director, which forms shall furnish the Director with information as to the make, class, seating capacity, lettering, State license number, length of time in use and motor number of the taxicab or taxicabs used or to be used and any other information deemed pertinent by the Director.
