Any applicant who has applied for a license in accordance with the provisions of this chapter and to whom the Mayor has, after investigation, denied a license, may appeal the Mayor's decision to Council. Notice of such appeal shall be filed with the Clerk of Council within five days after the denial of the license by the Mayor. Council, on appeal may grant or reject the application for the license.
