249.23 NEW EMPLOYEES.
   (a)   A newly appointed employee shall normally be assigned to the probationary (P) steps of his or her classification pay range. Upon successful completion of his or her probation period, the employee will be advanced to the minimum of the range, and thereafter advance over time, up to the maximum rate assigned to the range.
   (b)   When the newly hired employee has outstanding job-related qualifications of skills, the appointing authority may choose to initially assign the employee to a rate higher than the probationary rate. This will assist the city in recruiting and retaining exceptionally qualified job applicants. However, no employee shall be hired into a rate above the midpoint of the range except as specified in subsection (c) hereof, nor shall the City assign either a new or current employee to a pay range other than the rate designated for the employee classification.
   (c)   If a former employee is re-employed to a classification which he or she has previously held with the City, the appointing authority may make an appointment at the same rate of pay which the employee had been receiving at the time of separation of service, insofar as the rate is at or below the maximum rate assigned to the employee’s classification. Additionally, employees on layoff shall, at the time of reinstatement, be reinstated at the same pay rate that he or she was making at the time of layoff.
