249.19 UNIFORMS.
   Employees required by the appointing authority to wear prescribed uniforms in the performance of their duties as City employees shall be furnished such uniforms and replacements in accordance with rules established by the Safety-Service Director to the extent of the funds annually appropriated by Council for such purpose, but shall not be paid laundry or dry cleaning costs. No classification shall be required to wear a uniform except with the direct permission of Council, such permission being specifically recorded in the minutes of that body.
