249.17   PAY PERIOD AND PAYROLL DEDUCTIONS.
   (a)   All employees of the City whose salaries are provided for by this chapter shall be paid on a bi-weekly basis or pay period.
   (b)   Beginning the first day of the fourth payroll period following the effective date of this chapter, all payrolls of the City shall include the official title of all classifications approved by the Civil Service Commission and so recorded in the official minutes of that body. In addition, all payrolls shall indicate the annual or hourly rate of pay.
   (c)   Payroll deductions not required by law shall be governed by the ability of the City Deputy Auditor’s payroll system to handle the same, and secondly, upon a determination by Council of the type of payroll deductions which are to be offered to City employees and also based upon which deductions will benefit the largest number of City employees. Deductions or withholdings, except where demanded or required by law, must be agreed to in writing by the employee with the specific reason stated in writing and filed with the appointing authority.
