(a) No person shall hitch any animal to any fire hydrant or near enough thereto to obstruct the free use and operation thereof.
(b) No person shall place any post, vehicle, building, tree or other object, thing or substance nearer than five feet of any fire hydrant.
(c) No person shall obstruct, hinder or prevent in any way or manner the use and operation of any fire hydrant unless legally authorized to do so.

(d) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
