249.06 ADOPTION OF CLASSIFICATION PLAN.
   The classification plan shall consist of the classification titles and pay assignments and position specification, as adopted by the Civil Service Commission in the case of classified positions, or the appointment authority in the case of un-classified positions. This plan shall be on file in the office of the Safety/Service Director and the Clerk of Council. The Safety/Service Director and the Management, Organization and Personnel Committee shall, from time to time, make necessary recommendations for changes in the plant to the Civil Service Commission to reflect current duties, responsibilities and qualification, and upon their adoption shall report to Council periodically of these changes. As used in this chapter, “employee” means, unless otherwise specified, all management level, supervisory, confidential, administrative or other personnel not covered by collective bargaining agreements.
