249.02 DEFINITIONS.
   As used in this chapter, the following words shall have the meanings respectively ascribed to them in this section.
   (a)   “Active service” means being present for the performance of the duties to which an officer or employee of the City has been assigned.
   (b)   “Allocation” means an action, reserved exclusively to civil service commissions, having the effect of placing positions in classes established by a commission.
   (c)   “Appointing authority” means an officer, board agency, commission or person having the power to appoint and terminate workers according to law and the rules and regulations established by the Civil Service Commission.
   (d)   “Appointment” means the designation of a person, by competent authority, to be an employee in a position and his/her induction into such position.
   (e)   “Calendar week” means seven consecutive days starting at 12:01 AM on Saturday and ending at midnight the following Friday.
   (f)   “Class” means a position, or group of positions, having similar duties and responsibilities, requiring similar qualification, which can be properly identified by the same descriptive title and to which the same scale of compensation can be made to apply with equity.
   (g)   “Classified service” means all positions and employment not specifically included as being in the unclassified service.
   (h)   “Continuous service” means service not interrupted by resignation, retirement or discharge.
   (i)   “Demotion” means a change of an employee from a position in one class to a position in a different class having a lower maximum rate of pay.
   (j)   “Downgrading” means an action taken by Council reducing all the position in a class to a lower pay range.
   (k)   “Full-time employment” means active service in a position of employment performed for a minimum of thirty-five (35) hours of work per calendar week for an indefinite period of time.
   (1)   “Immediate family” means mother, father, brother, sister, child, spouse, grandchild, grandparent, mother-in-law, father-in-law, daughter-in-law, son-in-law, legal guardian or other person who stands in place of a parent.
   (m)   “Original appointment” means initial appointment of a person to a position in the Municipal service or appointment after service has been interrupted by resignation, retirement or discharge.
   (n)   “Paid status” means time for which the employee is paid including authorized leave with pay.
   (o)   “Part-time employment” means active service in any position for less than thirty-five (35) hours per calendar week.
   (p)   “Pay plan” means a schedule of compensation rates established by Council for the classes of positions contained in the official classification plan maintained by the Civil Service Commission.
   (q)   “Permanent civil service status” means the rights acquired by an employee occupying a position in the classified service who has been appointed from an eligible list and has successfully completed a working-test period.
   (r)   “Position” means any specific employment or job consisting of duties and responsibilities assigned by competent authority. A position may be full-time, part-time, seasonal or temporary; it may be occupied or vacant.
   (s)   “Promotion” means a change from a position in one class to a position in a different class having a higher maximum rate of pay.
   (t)   “Provisional appointment” means the appointment of a qualified person to a position in the classified service in the absence of an eligible list.
   (u)   “Range” means the minimum and maximum pay rates, together with the intermediate pay rates or steps, if any, established for a class.
   (v)   “Reallocation” means an action taken by a Civil Service Commission that has the effect of changing the title and responsibilities of the job, or to correct an error in the changes in the duties and responsibilities of the job, or to correct an error in the previous classification of the job.
   (w)   “Re-employment” means an appointment of person from a re-employment list, whose name has been placed on the list within one year of the date of his or her resignation providing such person has not reached his or her sixty-fifth birthday. Names place on a re-employment list shall be eligible for appointment for a period of two years from the date the name was entered on such re- employment list.
   (x)   “Reinstatement” means the return of an employee to his or her former position following a layoff.
   (y)   “Seasonal employment” means full-time or part-time employment for a specific part of a calendar year rather than for an indefinite period of time.
   (z)   “Step” or “increment” means each of the regular pay steps or increments, in a pay range.
   (aa)   “Upgrading” means an action taken by Council to move a classification from one salary range to a higher range.
   (bb)   “Weekend” means the first and second day of unscheduled work in an employee’s workweek.
