Eligibility required for the ranks of Chief, Assistant Chief and Captain shall be as follows: five years service as a Fireman after the probationary period for Fire Chief; three years service as a Fireman after the probationary period for Assistant Fire Chief; one year service as a Fireman after the probationary period for Captain. Promotion shall be by successive ranks so far as practicable. No person in the Department shall be promoted to a position in a higher rank who has not served at least twelve months in the next lower rank.
