618.07 NOISY ANIMALS.
   (a)   No person shall keep or harbor any animal which howls, barks or emits audible sounds that are unreasonably loud and disturbing that are of such character, intensity and duration as to disturb the peace and quiet of the neighborhood or to be detrimental to the life and health of any individual. Any person who allows any animal to habitually remain or be lodged or fed within any dwelling, building, yard or en closure that he or she occupies or owns shall be considered to be harboring such animal.
   (b)   Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
   (c)   Strict liability is intended to be imposed for a violation of this section.
