232.06 AUXILIARY POLICE FORCE.
   (a)   Appointment of Members. There is hereby created an Auxiliary Police Force, the members of which shall be appointed by the Safety-Service Director upon the nomination of the Chief of Police.
   (b)   Term of Service. Auxiliary police officers shall serve so long as the Director may direct, or until a resignation submitted by such member is accepted by the Director.
   (c)   Qualifications of Members. Members of the Auxiliary Police Force shall not be under the age of twenty-one years at the time of their appointment. No residency requirement shall apply.

   (d)   Control. The Chief of Police shall be the commanding officer of the Auxiliary Police Force and, subject to the approval of the Director, shall have control of the assignment, training, stationing and direction of work of such Force. The Auxiliary Police Force will have all police powers, but shall perform only such police duties as are assigned by the Chief of Police and shall act only when in the prescribed uniform or portion of a uniform. The Chief of Police shall prescribe the time and place such uniform or portion thereof shall be worn. Such auxiliary members shall obey the chain of command of the Police Department and shall take orders from all regularly appointed members thereof.

   (e)   Rules and Regulations. The Chief of Police shall, with the approval of the Director, prescribe rules and regulations for the conduct, control and compensation of the Auxiliary Police Force.
   (f)   Services Within the City. Services performed by Auxiliary police officers shall only be performed when the officer is on duty and then only within the City, except when accompanying a regular police officer outside the City.

   (g)   Nonclassified Service; Workers’ Compensation. Auxiliary police officers shall not be deemed to be in the classified service of the City but shall, nonetheless, be considered employees of the City when performing duties pursuant to the laws, ordinances, rules and regulations of the City pertaining to such police officers. Such police officers shall be covered by workers’ compensation in accordance with Industrial Commission rules and regulations pertaining to volunteer police officers and fire officers as public employees.
   (h)   Bond and Uniform. Each member of the Auxiliary Police Force, as a condition precedent to serving thereon, shall furnish, at City expense, a bond in the amount and upon the same terms and conditions as is required of a regular appointed policeman. Each member of the Auxiliary Police Force shall be provided with the prescribed uniform at the expense of the City.
   (i)   Liability Insurance. The City shall furnish and pay for liability insurance coverage for all active reserve police officers while performing duties under this section.
   (j)   Nonliability. This section is hereby declared to be an exercise by the City of its police powers for the protection of the public peace, health, property, safety and general welfare, and neither the City, nor an agent or representative of the City, nor any individual, firm, partnership or corporation, or the receiver or trustee or any other agent thereof, who in good faith executes any executive order, rule or regulation promulgated pursuant to this section, shall be liable for injury or damage sustained to any person or property as a direct or proximate result of such action.
   (k)   Executive Orders. The Safety-Service Director is hereby authorized and directed to promulgate such executive orders, rules and regulations as, at his or her discretion, are deemed to be either necessary or desirable in the administration of the Auxiliary Police Force.
   (l)   Interpretation. The provisions of this section, individually or severally, shall not be construed as intended by Council to be in conflict with any Federal or State statute or with any military or naval order, rule or regulation.
