232.04 PRIVATE POLICE.
   (a)   The Safety-Service Director, whenever he sees fit, on the application of any person who shows the necessity therefor, may commission one or more private policemen under Ohio R.C. 737.05, for duty at any place in the City. Such private policemen shall not be in the classified service of the City and shall derive their compensation from private sources.
   (b)   Each private policeman, after being sworn, shall be subject to the orders of the Director and shall be governed by such rules and regulations as the Director may prescribe. He shall wear a badge furnished to him by the Director, provided he first deposits five dollars ($5.00) with the Clerk of Council to be held as security for the return of the badge when the special privilege granted is surrendered or recalled.
   (c)   Each private policeman shall be subject to suspension or dismissal for conduct while on duty which, in the opinion of the Director, requires such action.
