Eligibility required for the ranks of Chief, Lieutenant and Sergeants shall be as follows: five years service as a Patrolman after the probationary period for Chief of Police; three years service as a Patrolman after the probationary period for Lieutenant of Police; one year service as a Patrolman after the probationary period for Sergeant. Promotion shall be by successive ranks so far as practicable. No person in the Department shall be promoted to a position in a higher rank who has not served at least twelve months in the next lower rank.
