(a) No person shall ride or operate a skateboard, roller blades, roller skates, or toy vehicles in the following areas of the City:
(1) Within the Downtown Historical District as defined in Section 1437.01 of this Code.
(2) On any private or public lot when the owner thereof has posted a visible sign prohibiting such activity.
(b) No person shall, without authority to do so, remove any sign posted under division (a)(2) above.
(c) Whoever violates any provision of this section is guilty of a minor misdemeanor.
