The Chief of Police shall have authority to remove the license plate from any bicycle and impound the same, together with the license issued to the owner or operator of such bicycle, for a period of not more than five days if such bicycle is being operated in an unsafe manner or contrary to any of the provisions of this chapter. Such removal of the license plate shall be in addition to other penalties and remedies provided in this chapter.
