The Mayor shall have the authority to issue, upon written application approved by the Chief of Police, bicycle licenses which shall be effective until surrendered as hereinafter provided. Every license plate shall have displayed upon it the registration number of the bicycle for which it is issued, and the name of the City. The Mayor and Chief of Police shall each keep a record of the issuance of such licenses, to whom issued, the number thereof, and the number and make of the bicycle frame. In addition, the Mayor shall keep a record of all fees collected for issuance of such licenses.
