(a) The Public Safety Director is hereby authorized to hire policemen and firemen for emergency special duty assignments as he or she may deem necessary.
(b) The policemen and firemen who are so hired shall be compensated on an hourly rate which shall be computed by dividing their respective annual salaries by the total number of hours worked annually based upon a 48-hour week.
(c) Such policemen and firemen so hired shall be paid out of the Police or Fire Salary Appropriation of the General Fund.
