(a) The Public Safety Director is hereby authorized to hire not more than four persons for the purpose of writing and issuing citations for parking meter violations within the City.
(b) The powers and duties of such persons shall be limited to the writing and issuing of citations upon forms authorized by the Director or the ordinances of the City relating to metered parking within the City for the illegal parking of vehicles in metered parking spaces within the City.
(c) Nothing in this section shall be construed to limit the powers of the Police Department to write and issue such citations in the course of their regular duties.
(d) Such persons shall be under the supervision of the Director who shall formulate rules and regulations concerning the schedule of employment, hours of work and rates of pay for each person employed pursuant to this section.
