452.16 LIMITED TIME PARKING ZONES.
   (a)   The parking facilities designated for use by the public on City streets and portions of streets hereinafter described shall constitute limited time parking zones within the City.
   (b)   Parking in any limited time parking zones, as set forth in subsection (a) hereof, shall be limited to two hours, in any twenty-four hour period.
   (c)   (1)   Upon receiving notice of a violation for parking in excess of two hours in a limited time parking zone, the owner or operator of the designated motor vehicle or other vehicle shall pay, within 72 hours, a penalty in the amount of twenty-five dollars ($25.00) to the Traffic Clerk or the Police Department. If such owner or operator fails to pay such penalty within 72 hours, the violator shall be cited into the Hardin County Municipal Court for the violation and shall be punished as provided in Sections 408.01 and 408.02.
      (2)   Sundays and holidays shall be excluded in the computation of the seventy- two hour time periods.
   (d)   The limited time parking zones within the City are hereby established as follows:
      (1)   On Columbus and Franklin Streets, between Market Street and Wayne Street; and
      (2)   On Main and Detroit Streets, between Carrol Street and Ohio Street.
