452.12 OBSTRUCTING TRAFFIC.

No person shall stop, stand or park a vehicle upon a street or alley within the City in such manner or under such conditions as to impede or obstruct the flow of vehicular traffic on such street, except in case of an accident or other emergency, or when directed to do so by a law enforcement official.
