There may be appointed by the Mayor a competent person having some bookkeeping experience to fill the office of Administrator to administer and enforce the provisions of the City Income Tax (Chapter 850 of Part Eight – Business Regulation and Taxation Code) and to perform all the duties delineated and stipulated in the various parts of Chapter 850 and to have all the powers given to the Administrator by Chapter 850.
