(a) The City Council shall go on record as they will adopt the final version of the Hardin County Mitigation Plan for Natural Disasters, as submitted by the Hardin County Mitigation Planning Committee, as their own.
(b) This section is hereby declared to be an emergency measure for the immediate preservation of the health, safety and welfare of the residents of the City, the specific emergency being the need for a timely completion of the approval process of the Mitigation Plan for Natural Disasters.
