The Port Authority created herein shall be a body corporate and politic, which may sue and be sued, plead and be impleaded and shall have the powers and jurisdiction enumerated in the laws of the State. The exercise by the Port Authority of the powers conferred upon it shall be deemed to be essential governmental functions of the State. Without limiting the foregoing, the area of jurisdiction of the Port Authority shall include any and all jurisdictional area as provided under Ohio R.C. Section 4582.30, as amended, and shall include all of the territory within the boundaries of the City as may now or hereafter exist and, if the Port Authority owns or leases a railroad line or airport, the territory on which the railroad's line, terminals, and related facilities or the airport's runways, terminals, and related facilities are located, regardless of whether the territory is located in the City.
