The fee for building permits for new work or additions shall be ten dollars ($10.00) per structure, plus seventy-five cents (75 ) for each 100 square feet of floor surface, including basement, cellar and subcellar floors, measuring the outside dimensions of the building at each floor level. The fee for building permits for alterations shall be five dollars ($5.00) per structure, plus one dollar ($1.00) per one thousand dollars ($1,000) or fraction thereof of the cost of such alteration.
