The following are recommended to the Recreation Board as guidelines for the use of Kenton Municipal Swimming Pool property by such groups as may be authorized by such Board:
(a) The privilege of after hours use of the pool property should be extended only to organized nonprofit service groups desirous of using such pool property for a community project.
(b) Any group desiring to use such pool property should pay in advance a reasonable fee determined by the Board.
(c) Such group should submit proof of adequate liability insurance with a company approved by the Board in a minimum amount of one hundred thousand dollars ($100,000).
(d) Such group should be responsible for the procuring and payment of the pool manager and pool personnel, including qualified lifeguards. If regular pool personnel are not used, such personnel as are used should be subject to the approval of the Board and the pool manager. However, the regular pool manager should be present at all times during the use of such pool property.
(e) In the event that users of the pool property include persons under the age of twenty-one, there should be a minimum of two adult chaperones per 100 persons within the pool area and at least two adult chaperones in the areas surrounding the pool outside the pool fence.
(f) Such group should be responsible for cleaning up the pool property after use and should be held responsible for any damage to such property done during the period of use. A deposit of not less than twenty-five dollars ($25.00) should be required, to be returned when the area has been cleaned and examined for damage and cleared by the pool manager.
(g) The pool property should not be kept open past 12:00 midnight.
(h) No dancing should be permitted on the concrete area surrounding the pool, but should be permitted only in the fenced-in grassy area adjacent thereto.
(i) No alcoholic beverages of any kind should be permitted on or about the pool property.
