(a) Watercraft. No person shall operate or use any kind of watercraft which is not less than eight feet in length nor more than twenty feet in length, upon, or in the body of water situated and located in France Lake-Saulisberry Park.

(b) Swimming, Wading, etc. No person shall use the body of water situated in France Lake- Saulisberry Park for swimming, wading, or diving purposes, including the use of snorkel, scuba, or skin diving equipment, except for: (i) training exercises, investigations, and other legitimate business conducted by the members of the Police Department and the Fire Department; or (ii) organizations or individuals that receive prior written permission from the Safety-Service Director or Mayor, which written permission indicates the purposes and durations of such use and provided that such organizations or individuals maintain a copy of such written permission with them at all times while using the France Lake-Saulisberry Park for such authorized purposes. Parents or guardians are at all times responsible for the whereabouts and actions of their minor children.

(c) Weapons; Hunting and Trapping. Unless authorized by the City, no person shall discharge in or upon France Lake-Saulisberry Park any firearms, bows and arrows, crossbows, BB guns, pellet guns, slingshots or any other firearm or weapon capable of casting and throwing pellets or ammunition of any kind or description, or use any part of such lands or waters for the purpose of hunting or trapping.

(d) Littering.
(1) No person shall litter or dump paper, cartons, cans, bottles, ashes, garbage or refuse of any kind or description in or upon France Lake-Saulisberry Park, including the right- of-way easement of such lands from State Route 67.
(2) No person, without first obtaining a permit therefor from the Recreation Board, shall dump brush, grass, leaves, tree branches or other vegetative matter of any kind or description in or upon the lands aforesaid. The Recreation Board may adopt such rules and regulations governing the issuance of such permits as may be necessary and incidental to the purpose hereof.

(e) Signs and Warnings. The Recreation Board, in conjunction with other proper City officials, is hereby authorized and directed to immediately post appropriate signs and warnings to the public to acquaint the public with the restrictions and prohibitions relating to the use of the land and water as provided for in this section.

(f) Rules and Regulations. No person shall violate any of the following rules and regulations as established by the Recreation Board of the City relating to France Lake-Saulisberry Park.
(1) No beer or other alcoholic beverages shall be brought upon the premises or consumed thereon.
(2) Open fires shall be kindled and used in designated areas only.
(3) Pets on leashes shall be allowed upon the premises.
(4) No person shall operate a motor vehicle upon the premises in excess of fifteen miles per hour.
(5) There shall be no trapping or netting of fish or turtles, nor any use of snatch hooks, snag hooks or snag lines, nor any other device the purpose of which is to catch fish or turtles by other than the mouth of such fish or turtle.
(6) No person shall keep a bass which is not in excess of twelve inches in length.
(7) Frog hunting shall be permitted but shall coincide with the season established by the State.
(8) Only two lines per fisherman shall be allowed and fishing from the foot bridge at the quarry site shall be prohibited.
(9) There shall be no ice skating, ice boating, or ice fishing permitted upon the waters of the quarry.
(10) No person shall take more than five legal size bass from the quarry per day.
(11) No person shall place a watercraft upon, under or in the water without first obtaining a boat permit from a duly authorized agent appointed by the Recreation Board.
(12) Boats on the quarry waters at night must have a lighted light.
(13) Adults in boats must have a life jacket or cushion. Children under ten years of age must wear a life jacket.
(14) No motors on boats shall be operated, except for battery-powered electric motors and except for the City Patrol Boat and the boat concession licensee’s boat, which shall be used for emergency purposes only. However, gasoline-powered motors may be used to assist in loading boats onto trailers in designated areas.
(15) Private licensed boats may be permanently docked at an area designated by the City, but such docking shall be at the owner’s risk.
(16) Camping at Saulisberry Park and France Lake will be permitted between April 1 and November 1 of each year. All camping equipment must be removed from Saulisberry Park and France Lake on or before November 1 of each year unless an extension of time is given in writing by the caretaker.
(17) During the camping season aforesaid, all camping equipment must be moved within the camping area at such times and to such locations and for such durations of time as may be specified by the caretaker.
(18) The cost of a season camping permit, transient camping permits and boat and quarry permits at Saulisberry Park and France Lake shall be determined by the Recreation Board.
(19) All campers must stop at the office to be assigned a camping space. Campers, trailers and tents must be placed in the individual camping areas assigned to them by an authorized agents.
(20) No person shall fish upon the waters of the City without first having obtained a quarry permit, except children under sixteen years of age who may fish without a quarry permit but must be accompanied by a licensed permit holder.
(21) No motor vehicle shall be permitted on the islands at the Quarry. No one shall be permitted on the islands between April 20 and June 1 (spawning season) without the approval of the Recreation Board.
(22) No trail bikes are permitted on the park premises.
(23) All boats shall be removed from the France Lake water by November 1.
(24) No children under sixteen years of age shall be on the docks unattended.
(25) All complaints brought against any person not complying with any of these rules and regulations must be in writing and signed by the person filing the complaint.
(26) Any person not observing any of these rules and regulations will be restricted from park premises for one year.
(g) Access Through Rear Gate of France Lake-Saulisberry Park. The rear gate adjacent to the airport accessing France Lake - Saulisberry Park shall be opened and closed at the discretion and approval of the Safety-Service Director and/or Mayor
