(a) The provisions of this chapter shall be interpreted to be consistent with provisions of the Ohio Revised Code regarding the Ohio Environmental Protection Agency, the Kenton-Hardin General Health District, and the North Central Ohio Solid Waste Management District, and rules and regulations adopted pursuant thereto.
(b) Any person engaged in the generation, handling, collection, processing, transportation, transfer or disposal of garbage, refuse, rubbish or other solid waste within the City shall comply with the provisions of this chapter as well as rules and regulations adopted by the Ohio Environmental Protection Agency, the Kenton-Hardin General Health District and the North Central Ohio Solid Waste Management District.
