(a) Uncollected Waste. No person shall cause or permit fermented, putrefying or odoriferous waste/garbage to be placed for collection or to be dumped in the open.
(b) Unlawful Deposits.
(1) No person shall deposit or cause to be deposited, sort, scatter or leave any rubbish, earth, ashes, cinders, sawdust, ice, glass, manure, filth, paper, dirt, grass, leaves, twigs, brush, garbage or other offensive material in or upon any public street, alley or public property of the City or in or upon any private vacant property except as approved by the Safety-Service Director prior to disposition and except where certain of these materials are used in the normal manner for improving property by grading, fertilizing or surfacing.
(2) No person shall place, throw or otherwise deposit or cause to be placed, thrown or otherwise deposited any refuse, in or upon any creek, stream, river or watercourse, or on the banks thereof within the City.
(c) Scattering. No person shall scatter or throw in or upon public or private property old newspapers, handbills, waste paper, floor sweepings or other litter. The same shall be deposited in public or private receptacles.
(d) Safety. No person shall deposit or leave in any public street, alley or public place or in any private place or premises any glass, broken or not broken, any metals, stones, earthenware, tacks, cinders or other substances of a nature likely to cause injury to travelers, pedestrians or animals, or which might injure, cut or puncture any pneumatic tires.
